London/Marmet and Winfield Hydro Projects Relicensing

Appalachian PowerAppalachian Power Company is seeking a new license to operate the London/Marmet and Winfield hydroelectric projects (projects). Appalachian has existing licenses to operate the projects from the Federal Energy Regulatory Commission (FERC.) FERC is responsible for issuing licenses for constructing, operating and maintaining non-federal hydroelectric power plants. The new licenses must take into consideration the environmental as well as economic aspects of continued operation of the projects. The conditions of the licenses identify the responsibilities of the Licensee that will assure the best comprehensive use of the waterway where the projects are located.

The FERC’s Integrated Licensing Process (ILP) will be utilized for relicensing the London/Marmet and Winfield projects. The ILP provides for increased public participation in pre-filing consultation, early involvement of the FERC staff in the process, establishment of a process plan and deadlines for all participants and greater coordination among the FERC and federal and state agencies.
